Can a landlord legally raise rent from ~$1175 to ~$1350 a month for a tendant with a disabled child?

A private landlord can set rents as high as they like, and make any rent increases consistent with the lease. The law does not limit rents based on a tenant's disability (or that of a tenant's child). Generally a landlord cannot raise rent in the middle of a lease term though usually at any renewals and you are encouraged to check the lease to see what it says. A tenant should have a right to not renew and seek other housing at the end of the term if the landlord plans to increase rents.

Note that certain income-restricted housing, governmental housing and section 8 housing might have different rules.
