if landlord was paid monthly rent with money order and then loses money order is renter still resonpible for that moths rent

also if renter was sent refund for money order does it belong to the landlord

If the landlord accepted the payment (and you can prove this), it is not the tenant's fault that the landlord lost his rent. If the renter was sent a refund (not sure how this would happen), then yes, the refund belongs to the landlord -- pay him.
