We live in Carroll County and have an in-law apartment on our property. Are there any legal reasons that would prevent us from being allowed to rent to a non-relative?

It depends on the zoning requirements in Carroll. You should check with the county zoning office to see if you are allowed to have a rental property. There may also be permit requirements--check with your landlord/tenant office.
