Legal Question in Real Estate Law in Maryland

My neighbor excavated his yard damaging a water pipe in my yard. he did the work without a permit. now my water bill is through the roof and estimates range $7,000 or more for repair. who is responsible for repairs

If the neighbor's actions on his property caused damage on your property, you have an argument that you neighbor should pay for those damages (repair and increase in water bill). I would STRONGLY recommend that you hire a Maryland litigator to represent you -- do not engage your neighbor on your own, do it through an attorney so it is done correctly from the get-go. Consult a lawyer quickly, as Maryland has laws that prevent you from bringing legal action after certain periods of time (called "statutes of limitations").
