A neighbors tree fell on my property. Who is responsible for removing the tree and damage to my house?

It depends. Was it foreseeable that the tree might fall? Was it old and displaying dead branches? Had you ever complained to your neighbor about it being a risk of falling? Maryland follows the rule that a person is only responsible for such damage if it is reasonably foreseeable -- i.e., the general rule of negligence. If it was a perfectly healthy tree and there was no reason to suspect it might fall, your neighbor probably has no responsibility.
