what obligations do I have to pay on a 2nd mortgage in the name of my deceased parents. My name has been added to the 1st mortgage but not the 2nd. There was no will,inheritance of estate left by either of my parents

The mortgage is a lien against the property. If not paid, the lender has a right to foreclose and auction off the property. If you do not want that to happen the mortgage will need to be paid.
You mention that no will existed --- assuming your parents owned the property jointly as tenants by the entirety and that the second parent to die was not remarried, the property will usually get divided in equal shares among any children. Someone would need to open up an estate in the county where that parent lived and go through the process of probating the estate to formally transfer the assets.
