The office space we leased came with a rooftop lighted sign. Whose responsibility is it to pay for a replacement fluorescent bulb (10 foot bulb)?

That depends on the language of your lease. If the lease is silent, and the sign is for the building in general, as opposed to your specific business, it seems that either the landlord should be responsible as a "common area" expense, with the cost being then allocated among the tenants if their are CAM provisions in the lease (pass-throughs).
