can a person be held liable for damages to another person's property (in this case a motor scooter) when the owner let the first person ride the scooter without anyknowledge of how to ride?

Yes, a person can be held liable. The first person assumed the risk of riding the scooter. However, in Maryland, the amount of fault of each party will off-set any judgment.
