Privacy Fence

My neighbor has constructed a privacy fence on the property line and the finished side is facing his yard. Is he supposed to have the finished side facing outward? I remember in Kentucky I had to remove a fence and rebuild it when I bought the house even though it was there before I bought the house because the city said it was backwards and was an infraction. I don't mind the fence just the look of the inside of it and it's not mine. Also does he need a permit to construct a six foot fence in Baltimore county. Thank you in advance for your help!!!

Your questions are best answered by contacting Baltimore County's permit division, but I doubt that a homeowner who pays for a fence has to build it as you suggest. Of course, you're free to install your own fence, although it's a shame to have 2 fences performing the same function. As for a permit, presuming the fence was professionally installed, typically the fencing company would take care of any permit requirements.
