property dispute with neighbor
My property was surveyed by a licenced land surveyor.
My neighbor moved the stakes and metal markers and claims that the stakes are on his property. I replaced the stakes and asked the surveyor to review
the dimensions of the property. The surveyor's stakes
are 100 feet from the street, consistent with my
documentation from the 'developer'. What options are
available for resolving this dispute 'out-of-court.

You can resolve it out of court if you can either reach an agreement with the neighbor or if you can agree on a means of resolving it (such as an arbitrator or agreed neutral surveyor to decide the issue). But you should see a lawyer, as there may be claims against the developer (on behalf of either or both you and your neighbor) or matters which are covered by title insurance.
