Property encroachment

I live in baltimore City in a rowhouse.

My house is extended in the rear, so that it extends past the rear of my neighbors house. The exterior wall of my house that borders his property is on my property (it is not a ''party wall'' as the extention of my home is not as wide as my plot). Hence, there is a small strip of property between my wall and his property that belongs to me.

My neighbor has constructed a structure against the side of my home and on this narrow strip of property. I would like the structure removed (not sure of reasons are relevant but I am worried that it can trap water and cause moisture damage to my home).

Also, he is in the process of selling his home.

What are my options for me to going about having this structure removed? (He will not agree to remove it).
