property tax change

Small town in Md. just passed a bill to give everyone 70 or older a 500.00break on property tax but you have to live here 15 yrs.Is this legal or fair for people who have not lived here that long?

Apparently the town is trying to reward permanent or long term residents who have paid property taxes over a long period of time, and filter out short termers who have just arrived. Whether it is fair is a matter of opinion. And the only way to determine the legality of this law is a court challenge, probably on "equal protection" grounds.
