Legal Question in Real Estate Law in Maryland

I purchased my current house nearly 18 years ago. Before I bought my house I asked, the then, owner if there was a Home Owner's Association, the owner told me no. A couple of years after buying the house an individual from the neighborhood came to my house, and to others in the neighborhood, wanting to reconstitute the Association. I told him that I was unaware that there had been an Association and that I was not interested in joining. That was the last I heard of a Home Owner's Association for 16 years. Now a group in the neighborhood apparently has decided to "revive" the Association and enforce its by-laws including imposing fees for services I was unaware of and did not request as well as collecting dues. I agreed to nothing and signed nothing regarding this Association and have no interest in joining it. My question is; after 18 years of having no involvement in this Association and, as stated earlier, was unaware that an Association even existed, am I some how now obligated or otherwise force into financially supporting something I did not agree to be a part of. The first step is to determine if the HOA and related covenants are properly constitute and recorded. Have you ever received any documents?
