Can I remove roots and tree limbs that protrude on my property from another prop

Can I remove roots and tree limbs that create a hazard by protruding on my property, from an adjoining property?

You can do so if they are on your property, but I recommend you discuss it with the adjoining property owner and try and work out an agreement with them before taking unilateral action. There may be a solution that avoids your having to potentially damage the neighbor's tree, especially with regard to the roots.
