How can I remove my sister from the title to my Mom's house if she is unwilling?

If your mother willingly put your sister's name on the property, you can't remove it without her signing off. If it was added fraudently, your mother could file a quiet title action in court. Otherwise, the only thing your mother can do is file a partition action that would result in a sale of the property and a division of the proceeds. It would be expensive and presumably not accomplish your objective.
