If I rent a hall with a parking lot can the renter stop parties from parking there if they're not there for the event?

It depends on the terms of your lease. If the lease gives you the exclusive right to use and possession of the parking lot during events, then you can stop 3rd parties from parking there. If the lease does not exclusively give you the right to use and possession of the parking lot during events, then you cannot stop them from parking there.
