Rental Property Deposit

What does Maryland law say about refunding Security Deposits paid in conjunction with an application for an apartment. The leasing company has approved the application but no lease agreement has been signed.

I assume from your question that you have changed your mind and no longer want the apartment. If so, you should be entitled to prompt return of your deposit upon your request to the leasing company. If you are inquiring about your right to return of the deposit after termination of the lease, there are specific procedures for this set forth in the landlord-tenant code. They require the landlord to give you a written list of the problems for which he wants to withhold from yor deposit, gives you the right to be present during the inspection, etc.
