You could claim that the presence of the insects violates the covenant of quiet enjoyment that you are supposed to have through the lease, and you should read your lease for such language. But you would have a heavy burden of showing that the condition is so bad that the apartment is uninhabitable. If an exterminator has been there, they should have provided a warranty requiring them to return until the problem is resolved. If no action has been taken, put the management company on written notice that if they don't address the problem by a certain date, you will hire your own exterminator and deduct the cost from your rent. That will get their attention.
