Re: Sell mother's house
Either co-owner can force a sale by filing a lawsuit to compel sale in lieu of partition (assuming it is not practical to physically divide the land). The court will appoint someone to sell it, and the proceeds will be divided after paying off any liens. Either owner, or anyone else, has the right to buy, and the sale will be to the highest bidder.
Re: Sell mother's house
Your options depend upon how the parties hold the property on the title and any agreements about this ownership relationship. If both hold the title as tenants-in-common, then the mother may bring a lawsuit to partition the interests in the property by selling it.
