Sewer Debate
My landlord was required by the county to hook up to public sewer by Nov. 98. After failing to do so he came to some agreement with them where they gave him an extension until July'99. As part of this agreement he agreed to pay sewer bills starting Jan. 99. Our lease states that i will pay "utilities furnished to the premise". Sewer is not hooked up as of yet, am i lable for the sewer bills yet.

The information you provided is vague and therefore makes it difficult to reply to your question. If the county is allowing your landlord to wait until July to comply with the sewer hookup requirement, how can there be any sewer bills in January?
Generally, a tenant's obligation to pay utilities refers to electric, gas and water. Sewer charges are usually paid along with annual property taxes, and are not generally passed along to the tenant. Thus, the dealing between the county and your landlord should not affect your lease obligation.
