Legal Question in Real Estate Law in Maryland

Is it possible to take on the sewer dist. and win. I have 3 apartments in my home, 1 grinder pump, 4 yrs ago I started be charged 3 sewer bills, since installed in 1987. To the tone of $645, quarterly, this bill cost me more than my property taxes, I live in the poorest county on the shore in Md. They started charging a $40 service fee recently, yep I'm being charged 3 times to service 1 grinder pump. It will be going up come July 5%, another 5 Jan. Wondering if it's worth the fight.?

It seems to me three apartments = three sewer bills and that's right. But this isn't my specialty area of law. Did you go to the town and ask about this?
