Tree Trimming

Does my neighbor have the legal right to trim my trees that grow over my fence and hang over, but does not touch, his property?

If the trees are posing a potential danger to his property such as by a falling limb, or if leaves are dropping on his property, he can take reasonable action to protect and maintain his property. If he does a radical trimming which injures the tree and doesn't address one of the above issues, you may have a damages claim. The better course of action would be communication between you and an understanding as to how to address the problem, rather than unilateral action.
