Unethical behavior - use of letter head stationary

I am engaged in a neighborhood dispute concerning the use of a county right-of-way. One of the parties to the dispute is a principal/attorney with a law firm in Baltimore, Maryland. Her law firm has nothing to do with the dispute. The attorney made a formal complaint to the Anne Arundel County (Maryland) Environmental Programs supervisor on her firm letter head stationary. The clear intent of using the leter head stationary was to use the power and prestige of her firm to influence the outcome of the dispute. The firm has no interest in the dispute.

Are the actions of the attorney in violation of the cannons of ethics?

I believe you should consider making a complaint to bar counsel. Where an attorney has no interest in an outcome and no client to represent, he/she may express opinion as it relates only to a public forum. If, however, the attorney has interceded as an intermeddler then another matter may lie.
