Voluntary Community Associations

My community association is voluntary. It is not mandatory to pay dues because all community services are provided by county. Can they enforce their convenants and bylaws if it is a voluntary association?

They can enforce the bylaws against those who join, since by doing so you agree to abide by those bylaws.
