A widow has lifetime occupancy of the home, she chooses not to live there, and has no other claims, is she by law able to claim part of the estate? There are two other children involved, the daughters of the deceased?

Yes, a widow has a right to claim 1/3 of her late husband's estate even if his will left her with less or nothing at all.
