Generally, to be liable for sexual harrasment, there has to be some employment action involved. For example, the women you mention would have to argue that the way you dress constitutes a hostile environment, such that they can't do their job properly. Are you a supervisor? Do you have any employment-based contact with these women? Do you have to walk through work areas in you running attire?

Do you know if the women have complained to management about your attire? Many employers have anti-discrimination and sexual harassment policies, which require employees to submit a harassment claim to the employer for investigation.

I'm not sure what harassment the women are putting you through, but if it is affecting your job, you might want to complain to management (either to your supervisor or use the process outlined in your Company's anti-harassment policy.)
