Does the scope of visual harassment include actions such as someone peeping under the stalls in the restroom?

If your question is "Is it sexual harassment for someone to peep under stalls at you", then I would have to say yes. You need to find out who is peeping. A co-worker peeping at you while you are in the stall creates a hostile environment in your workplace. Now, that being said, this does not mean that you have case to sue over yet. You employer should have an opportunity to fix this situation. I would call a local lawyer and talk to him or her about this. You may have some specific state laws that help you. Call someone in your state. Usually you can get some free telephone time in an initial conference.
