Tax penalties, should they apply?
I was incarcerated from 1997 to 2004 - when I filed my taxes this year my refund was taken and I was informed that I owe unpaid taxes from 1995 which includes huge penalties and interests. Am I liable for these eventhough I was in prison?

Where you happen to "reside" is irrelevant. If you owe tax, you owe tax -- period. Indeed, even if you "reside" in a far, far better place as the saying goes, you still owe taxes because the IRS can collect from your estate. Of course, there are many ways to deal with what you owe, but where you have been between 1995 and now makes no difference.
