baltimore expired tag question

I live in the Fells Point region of Baltimore, MD. I received a parking ticket for expired tags. I had a temporary tags registration I printed out when I renewed my tags online. I placed it in the back left window as instructed because my stickers had not yet arrived in the mail. The officer apparently did not attempt to look for this piece of paper (mind you, it was 1018AM when he wrote it. In addition to the fact that the tags were current at the issuance of the ticket. There was also an inaccuracy of one of the dates on the ticket. My question is What is the police procedure for Baltimore PD in relation to this? Was he required to look for the paper or at least run the tags to see if they were current. Any advice would be appreciated. Thanks in advance.

The procedure is that when the cops screw up, you have the right to a hearing in court. It will waste half your day, but unfortunately that's how due process works.
