Legal Question in Traffic Law in Maryland

I damaged another persons vehicle, and did not have insurance........the other person went and had his vehicle repaired .......... is it not a law that he submit to me at least 2 estimates for his damage before I have to pay his bill?

There is no such requirement. You should strongly consider the situation that you are in and ensure that you maintain proper insurance in the future.
