Legal Question in Traffic Law in Maryland

Who's at fault?

I was driving on a major road, I was in the left lane. Traffic had backed up in the right lane and traffic had stopped. My lane however, was moving fine. The person in the right lane stopped to not block an entrance to a gas statation. The person in the center turn lane, then made a left hand turn, assuming it was clear. I however had no reason to stop, since my lane was moving fine and he turned right in front of me, leaving me no time to stop and we collided. He admitted as he got out of the car that he was sorry, he didn't check to see that both lanes were clear. Wouldn't he be at fault here? I'm having trouble with his insurance company dragging out the investigation and don't understand why. There was also a witness that confirmed that he turned right in front of me. Am I missing something? plase help -Thank You!

Who's at fault?

You're missing a Lawyer. Some insurance companies drag their feet in the hopes you will not pursue the matter, or settle for a lower figure than you deserve. Pay a lawyer his fee, and get the job done right.
