Fighting traffic ticket citing common law

I was advised that common law prevents the police officer that served the ticket (charging document) from also being a witness. That the judge should throw the case out if this is addressed in court. Is this true and if so what should be said in court to use this strategy?

There is no common law rule that says the police officer who served you the traffic ticket cannot be a witness in Court.
