is there a maryland law that states you have to move over to the next available lane if a safety vehichle has another vehichle pulled over. also does maryland transportation authority have district on highway 24 vietnam memorial highway

Yes, there is a law that requires moving over a lane, if it is available to do so. (There may be a defense to the charge). They may or may not have jurisdiction on Highway 24.
