Pedestrian cross walk

I recieved a traffic citation 21-502(a) for failing to stop for a pedestrian at a cross walk. what exactly is the law. This was not at an intersection and the pedestrian was not in the roadway. There was a blinking yellow light at the crosswalk. I am under the impression that yellow means proceed with caution. Do I have to stop even if the pedestrian has not yet started across the roadway

The Statute says: (2) The driver of a vehicle shall come to a stop when a pedestrian crossing the roadway in a crosswalk is:

(i) On the half of the roadway on which the vehicle is traveling; or

(ii) Approaching so closely from the other half of the roadway as to be in danger.

The yellow light in this case means there is a pedestrian crosswalk and you must be alert for people crossing.
