Legal Question in Traffic Law in Maryland

in the state of maryland a new bill was passed (House Bill 303). If you were in possession of a provisional license prior to the act becoming effective, can the MVA hold you to the new law?

Yes, it appears they can hold you to the new age to get a license (18 yrs), and the new suspension rules if you commit 2 or more moving violations. However, the requirements for obtaining a provisional are not changed, which probably doesn't help you.

However, the wording in the bill is "The provisions of the bill regarding age of eligibility for licenses apply prospectively and do not apply to those who have already obtained a license." I interpret this to mean that someone who has already obtained a license = a full license, not a provisional license. A court may disagree. But by the time you get to Court, you will already be 18.
