Legal Question in Traffic Law in Maryland

Street basketball

Is it legal for a neighbor to put up a basketball back stop and hoop up on a residential street? It is on the end of the street on a cul de sac, just past the street which turns to the East as a vehicle would be driven to the South, toward the cul de sac. The basketball back stop and hoop is situated within the cul de sac. It was put there by the neighbor and exists in concrete before one comes to a stop sign, leaving the cul de sac, heading north out of the cul de sac. At the stop sign, someone leaving the cul de sac could proceed straight to the North, or turn right to the East, at the stop sign and proceed to the East. At the stop sign a motor vehicle would be situated immediately next to the stop sign The property the basketball back stop and hoop is on does not belong to the neighbor who placed it there. It is property between a sidewalk and the road, within the cul de sac. A question arises if this property between the sidewalk and the road belongs to the resident who owns the rest of the property on the other side of the side walk which is the owners yard, or to the county and if the placement of basketball back stop and hoop at this location is legal.

A nuisance cannot be created that has a potential to cause injury. County and state zoning laws apply directly. The type of street and location have much to do with this matter. The by-laws of the community may apply depending on the way that the deed to the land is recorded.
