Traffic violation

When you receive a citation and the Police officer does not appear is there a precident in which the case should be dismissed?

Yes. The State must show good cause as to why they are entitled to a postponement to get the officer in court next time. But the case will not automatically be dismissed. This is why you need to have a lawyer with you to make sure the correct arguments are made.
