Mom died leaving me as beneficiary

Mom died leaving me as executor in her living will and POD on one bank account. How do I go about settling bills, closing credit union and credit card accounts without a power of attorney. Is obtaining power of attorney first step?

You state that she had a living will. Did she also have a will?

You will need to open an estate and obtain ?Letters of administration?to settle her matters
