if my father passed away, and the title to his motorcycle was in my moms name, since there divorce she was court ordered to sigh over the title, but he passed away before she signed it over, whogetsit

It should go to whomever your father left it to in his will, presuming he had one. Your mother is still obligated to sign over the title, although you may find a court appearance is required if she refuses. At the point of her signing, the motorcycle goes into the estate property to be divided among his beneficiaries. Do not hesitate to call if you need some assistance.
