Legal Question in Wills and Trusts in Maryland

terminal patient selling home

As a terminally ill patient my father sold his home to my niece (his grandaughter) which gave him enough money to pay for his staying in a nursing home facility. His money has been placed in a savings account. We have placed him in a hopspice type program, but he is responsible for paying for his nursing home bills. We have been told by the nursing home that once his funds are exhausted he can recieve state subsidy. Is there any way he can ''gift'' money to his two children and niece before his medical bills exhaust his bank account? If so how much can he legally give? and Will the children have to pay taxes on the gifts?
