Can an Attorney use his or her notary to obtain confidential documents that are protected by Federal hence social security privacy act and freedom of information act in a state court not court ordered and no written consent given?

If you are asking whether a notary can issue a subpoena for records, the answer is yes. If there is some privilege or reason that the documents should not be produced, you should file a motion to strike or a motion for a protective order.
