Legal Question in Disability Law in Massachusetts

I bought a house Aug 2009 and I hired a contractor in Oct 2009 to remodel the house. It took him 3 months to get the permit. He had told us that the work should be completed in around 3 months from when he gets the permit. So I said, okay, that sounds good. He started work in Jan and so I was expecting that around March/April, it should be done. He started out working about 2-3 days a week on the remodeling, then when it came to March/April, he started to work just one day a week, and since may, he's only worked one day a month. I call him about 2-3 times a week and most of the time, he does not pick up. And when he does pick up, he says he will come and do the work, but half the time, he doesn't. Can I do anything? I paid him more than half the money but he has not completed more than half the work. I've been paying a mortgage for almost a year and I'm still not living there. That's a lot of money out of my pocket for the mortgage and I am not living there.
