confidential sexual assault reports in massachusetts

can sexual assault reports be released to anyone but the victim in massachusetts? Can SORB request and get redated reports of sexual assaults even though they are protected under MGL 265, for sex offender classifications?I thought any and all conversations between the sex.asslt.victim and detective were confidential mandated by state law and could not be released to anyone but the victim after a waiver of liability was signed, and the prosecuting DA if the case was going to court.If a redated copy is released does any and all identifying information regarding the victim need to be redacted?
