Can a CWOF disqualify some one from getting their FID Restricted Card (mace pepper spray)? Since CWOF isn�t a conviction I would imagine that it doesn�t. Second part, majority of the time a CWOF is followed by Administrative Probation. Is this considered Pre-Trial probation? If so would they need to wait the 5 years to become eligible?

A police chief has wide discretion in refusing to grant a license to carry.

A CWOF involves an admission against interest of criminal activity. A firearm license can be refused if you have admitted that you were engaged in criminal activity, especially to a court of law.
