what can i do about a neighbor who is continuously harrasing me along with threats from both her live in boyfriend and herself?

You should report the activity to the police, though they may have only limited ability to deal with it. You can also file in Superior Court for a restraining order. This is not a "free" filing; you need to pay the filing fee.

You may want to engage an attorney to send a letter advising that the harassment stop, as well.
