when does a person or persons know it is the right time to file bankruptcy? what does it do? and what doesn't it do? why does it cost money? and how much does it cost?

Congress has enacted federal bankruptcy law to give the honest debtor breathing room and relief from oppressive debt.
If you cannot pay what you owe, you owe it to yourself to look into the profound relief available through federal bankrupcy law.
