I owe as much as my house is worth ,
need to repay my borrowed against
401 k, 30k in debt, need new title 5 for
septic to sell house about 15k to do, is
foreclosure on my property the best
option?

No one will be able to tell you what the "best" option is, or what other options there might be, until we know much more about your situation. The main issue is usually whether or not you wish to keep the house and whether your current income is sustainable to meet your day-to-day expenses in addition to the debts.
