If I forclose on my home can I still be responsible for the home equity line of credit

Without knowing more of the specifics, the answer could be yes or it could be no. If the HELOC is purely backed by the home, then most likely the forclosure would eliminate the "junior" debt, as it is called. The HELOC loan agreement might say that you are personally liable even without the home's security, though, so it might be a good idea to have an attorney read the loan document to say for sure.
