What is the Federal Regulations for filing chapter 7 in Boston, MA? Would this be true in other states like NY or Florida?

In general, you must have lived in the area for 180 days (about 6 months), OR you must have had "significant" assets in the area for 180 days. "Significant" means, for example, that you own property (such as land or a house) in the area and that such property makes up the larger part of your assets.
