Re: Foreclosure
The answer is: "yes."
Yes, if you are an individual, you can file without an attorney. The law does not require that an individual be represented by an attorney.
However, the deadlines and obligations you will have to meet in order to maintain a case strongly recommend that you not go it alone, but that you locate and hire competent counsel. Otherwise, you run the risk of having your case thrown out of court and all the wonderful protections of federal bankruptcy law with it.
Bankruptcy laws are so trecherous that most lawyers avoid any work in that area, and so it is wise to find a lawyer who has some expertise in bankruptcy law.

Re: Foreclosure
A part of the standard disclosure that all attorneys must give to bankruptcy candidates is that one may file for bankruptcy:
1. On their own
2. With the help of an attorney
3. With the help of a petition preparer, who can do the paperwork but cannot give legal advice.
Especially in the event of a foreclosure, there are simply too many legal issues of significant importance, and leaving the case to chance is quite risky. A typical bankruptcy petition is 50+ pages, and that's quite a handful for one to do on their own.
